Hawaii sports betting timeline
- 2026: HB 1308 formally died when Senate conferees were discharged on March 20, 2026, followed by House conferees in early April, ending the carryover bill without a final agreement. Two other 2026 proposals also failed to advance: HB 2570 and its Senate companion, SB 3303, which would have licensed at least six mobile-only sportsbook operators at a 15% tax rate, and HB 2198, aimed at regulating prediction-market contracts on sports and other events. None reached enactment, leaving Hawaii still without a regulated sports-wagering market.
- 2025: Hawaii comes closer to legalizing sports betting than ever before. House Bill 1308 advances through both chambers of the Legislature and proposes a regulated online sports betting market. Despite making significant progress, lawmakers are unable to reach a final agreement on tax rates, licensing fees, and oversight, stalling the bill before it reaches the governor’s desk.
- 2024: Lawmakers introduce House Bill 2765 to legalize online sports betting and House Bill 2762 to authorize a casino resort development. HB 2765 advances through the House Committee on Economic Development but fails to reach the Senate floor before legislative deadlines. The bill’s sponsor later backs a study examining the potential impact of sports betting in Hawaii.
- 2023: The legislative session concludes without a sports betting bill becoming law. House Bill 344 receives attention in the House but ultimately fails to advance. State Rep. John Mizuno also introduced legislation to legalize sports betting and poker on Oahu through a standalone sportsbook-and-card-room model.
- 2022: Several gambling-related bills are introduced during the session. HB 1973 attempts to legalize sports betting by declaring sports wagering is not considered gambling under state law, while HB 1815 proposes a regulated online sports betting market. Neither measure gains enough support to move forward. A separate effort to legalize casino gambling through HB 1962 also fails.
- 2021: Senate Bill 595 is introduced to create a task force that would study the economic impact of sports betting in Hawaii. The proposal does not advance beyond the committee stage.
- 2020: Two bills carried over from the previous year fail to advance. Senate Bill 2571 would have established a task force to study opportunities for sports betting revenue, while House Bill 1107 would have created the Hawaii Sports Wagering Corporation to oversee and regulate a future sports betting market.
- 2019: House Bill 1107 and Senate Bill 2571 are introduced, representing some of the state’s earliest serious efforts to explore a regulated sports betting framework following the repeal of PASPA.
