Hawaii Sports Betting: Legal HI Sportsbooks & Legislation Updates
Hawaii is one of two states with absolutely no gambling, including sports betting. Hawaii sports betting remains illegal, as do all other forms of gambling.
That doesn’t mean lawmakers in Hawaii have not considered sports betting, though. Each of the last several years has seen attempts to explore at least the legalization of sports betting, with new bills introduced in every legislative session. No attempt has received much support so far.
As seen in

Is Hawaii Sports Betting Legal?
No. Hawaii remains one of the few states that does not permit any form of legal sports betting. Despite multiple legislative efforts in recent years, lawmakers have yet to approve a bill that would authorize online or retail sportsbooks.
Interest in legalization has grown as more states have launched regulated betting markets, but as of 2026, Hawaii residents cannot legally place sports wagers through state-licensed sportsbooks. Any future change would require action from the Hawaii Legislature and state regulators.
At this time, it is unclear when, or if, any sports betting apps could launch in Hawaii and begin offering online sports betting promotions.

Legal betting options in Hawaii
Traditional sports betting is not legal in Hawaii, and residents do not have access to state-regulated online or retail sportsbooks. However, that does not mean sports fans are completely without options.
Hawaii residents can still participate in several sports-related gaming products, including Daily Fantasy Sports contests and prediction markets. These alternatives offer different ways to engage with sporting events as lawmakers continue to debate whether the state should legalize sports betting.
Prediction Markets in Hawaii
Prediction markets are available to Hawaii residents through platforms such as Kalshi and Polymarket. Rather than wagering through a sportsbook, users buy and sell contracts tied to future outcomes in sports, politics, business, entertainment, and other categories.
Below are our top 5 picks.
FanDuel Predicts
FanDuel’s prediction market platform where you trade on real-world outcomes instead of placing traditional bets. You buy “Yes” or “No” contracts on events across sports, finance, politics, crypto, and culture, and you earn a payout if your prediction is correct. It’s available in Hawaii, including sports contracts.
The platform runs through a standalone mobile app and charges a 2% transaction fee per contract. It’s backed by CME Group, one of the world’s largest derivatives exchanges, so it’s federally regulated and secure.

Kalshi
One of the most established, CFTC-regulated prediction market platforms in the US. You can trade on everything from NFL and NBA outcomes to Fed rate decisions, election results, and weather forecasts. Trading fees typically range from 0.07% to 1.75%, making it one of the more affordable options in the space. You can also sell your positions before an event resolves, giving you flexibility to lock in a profit or limit a loss early.

OG.com
OG is Crypto.com’s standalone prediction market platform, which launched in February 2026. It lets you trade event contracts on sports, including NFL, NBA, MLB, NHL, soccer, golf, tennis, UFC, F1. Besides, politics, crypto, financials, climate, and culture events are available as well. The platform charges a flat 2% fee per contract.
What sets OG apart is its support for margin trading, parlay-style entries, and social features like leaderboards. The app is available on both iOS and Android.

Polymarket
This blockchain-based prediction market launched its regulated US platform in December 2025 and is now available in most states, including Hawaii. You can trade on outcomes across politics, sports, crypto, finance, geopolitics, tech, and culture. All contracts are simple YES/NO trades priced between $0.00 and $1.00. If you’re right, each share pays out $1.00.
The platform operates using USDC, a stablecoin pegged to the US dollar. Taker fees generally range from 4% to 7%, and maker orders are fee-free. You can fund your account with crypto, a debit card, PayPal, or a bank transfer.

ProphetX
ProphetX is a peer-to-peer sports betting exchange that focuses exclusively on sports. Instead of betting against the house, you trade directly with other users, and odds are driven by market demand rather than fixed bookmaker lines. This CFTC-licensed platform covers NFL, NBA, MLB, NHL, college sports, and soccer.
A standout feature is its support for back-and-lay betting, which means you can bet on an outcome to happen or bet against it. The platform charges a commission on net winnings, i.e, typically 1–3%.

Daily Fantasy Sports in Hawaii
Daily fantasy sports isn’t legal in Hawaii. In January 2016, the state attorney general issued a formal opinion that paid DFS contests count as gambling under Hawaii law. Lawmakers have since tried to carve fantasy contests out of the gambling rules as part of their sports betting bills, but none of those efforts became law. That’s why the biggest names keep paid play off-limits in the state and block paid entries for anyone located in Hawaii. You can still join in for free, though.
Check out four DFS platforms in Hawaii offering free to play contests.
Sleeper
Fantasy players know this app for its free season-long leagues, which come in redraft, keeper, and dynasty formats. Football leagues can also run as best ball. On the paid side, the headline game is Picks. You call “more” or “less” on player stat lines and stack those predictions into one entry. Daily Drafts round things out with quick weekly snake drafts against other players. Hawaii users can still jump into the free leagues, but the paid modes aren’t available in the state.
ParlayPlay
This platform is a solid pick if you like parlays but want a fantasy-style spin. The main game is More/Less. You pick between two and nine athletes and predict whether each one beats their stat projection. Insurance lets one pick miss and still pay out. Hit It is a bit different. You pick two players and try to land each one inside a specific stat range. Rumble lets you face other players instead of the house.
DraftKings DFS
This is daily fantasy in its most familiar form. Classic contests have you build a full lineup under a $50,000 salary cap. Showdown shrinks the player pool to a single game and adds a Captain slot that earns 1.5x points. Tiers drops the salary cap entirely, and Best Ball lets you draft once with no weekly lineup management. Contest styles run from big guaranteed prize pools to head-to-heads and 50/50s, across sports like the NFL, NBA, MLB, NHL, golf, and UFC. Paid contests are off the table while you’re physically in Hawaii.
Betr Picks
This pick’em app is built to keep things simple. You choose “more” or “less” on player stat projections and build an entry with anywhere from two to 10 picks. Perfect Play is the all-or-nothing route, where every pick has to hit. Dynamic Play still pays out something if one or two picks miss. Projections use half-point lines, so there are no pushes to worry about. The board covers the NFL, NBA, MLB, NHL, golf, and UFC.
Popular sports to bet on in Hawaii
Hawaii has no professional sports teams, but it does have a beloved football program.
The University of Hawaii Rainbow Warriors is the state’s only Division I FBS college football program. The team has made a few appearances in the Hawai’i Bowl over the past decade, and recently defeated the University of Houston in the 2020 New Mexico Bowl.
The Rainbow Warriors also have a beloved men’s basketball team, but success has been harder to come by. The team made the Round of 32 in the 2016 NCAA basketball tournament after finishing first in the Big West Conference. The last NCAA tournament appearance before that was in 2002.
Is horse racing legal in Hawaii?
Unsurprisingly, horse racing is also illegal in Hawaii.
And due to Hawaii’s tough gambling laws, advance deposit wagering sites are also not available in the state. That means simulcast betting on your computer or phone through operations like TwinSpires is not allowed.
When will online sports betting launch in Hawaii?
As of October 2026, Hawaii remains one of only two US states without online sports betting. The 2026 legislative session saw the most sustained push yet, with multiple bills proposing a mobile-only sportsbook framework with at least six operator licences and a 15% tax rate. However, all proposals failed to advance, with HB 1308 collapsing in conference committee and the remaining bills stalling before enactment.
Because 2026 closed out the legislature’s two-year cycle, any future effort will require entirely new bills in the 2027 session. A 24-member Tourism and Gaming Working Group, established by the legislature in 2025, is currently studying the potential for legalized gambling in Hawaii and must report its findings and recommendations to the 2027 Legislature. Governor Josh Green has indicated he would not veto a sports betting bill if one reached his desk.
That said, there is no confirmed launch date for online sports betting in Hawaii. Even if legislation passes in 2027, the earliest realistic launch would fall around late 2027 or early 2028. Yet, that timeline remains highly uncertain.
Sportsbook apps that could launch in Hawaii
Hawaii doesn’t have legal sports betting yet. If lawmakers ever pass a bill like 2026’s HB 2570, which called for at least six mobile-only sportsbook licenses, these are the apps we’d expect to show up first.
- BetMGM — If Hawaii opens the door, expect this one near the front of the line. It already backed HB 2570 when lawmakers heard the bill in 2026. Local bettors would get a deep menu of sports and rotating boost promos. You could also cash out early to cut your losses, and a rewards program comes with it.
- DraftKings — It was another supporter of HB 2570, so a Hawaii launch would make plenty of sense if betting goes live. The sleek dark-mode app is one of the easiest to use, and its live betting comes with real-time updates as games unfold. There are also betting pools, which let you compete against a small group of friends. That’s a fun fit for watch parties during NFL Sundays.
- FanDuel — FanDuel was also among the companies that supported HB 2570. Its same-game parlay tool is a fan favorite, and the large selection of player props makes building one easy. Quick deposits and withdrawals round out a smooth, user-friendly app.
- Fanatics — If Hawaii lands on a mobile-only model as the one lawmakers proposed, this book is already built for it. There’s no website version, so everything runs through the app. The sports merchandise giant runs Power Hour boosts and has been adding more prop bets to catch up with the bigger names.
- bet365 — If Hawaii goes with a competitive, multi-operator market, one of the world’s biggest sportsbooks would be a natural candidate. Daily odds boosts and super boosts are front and center in the app. Live betting is a strong point, and you can even stream some events right in the app.
Hawaii sports betting timeline
May 2026
- The 2026 session ended in early May. HB 2570, SB 3303, and HB 2198 all lapsed without becoming law. Hawaii still has no legal sports betting, and the next chance comes with the 2027 session in January.
April 2026
- The House discharged its own HB 1308 negotiators on April 1. That officially ended the 2025 carryover bill.
- The working group met again on April 15. The American Gaming Association spoke about gaming regulations, and developer Stanford Carr discussed how legal gaming could affect revenue at a rebuilt Aloha Stadium.
- Hawaii’s attorney general joined a multistate letter to federal regulators. The letter argued that the CFTC has no jurisdiction over sports event contracts offered by prediction markets.
March 2026
- HB 2198 kept moving. A House judiciary committee passed it with amendments on March 3. The full House then passed it on March 10 with zero no votes.
- The Senate took up the bill on March 12 and sent it to four committees. It went no further.
- Last year’s near-miss, HB 1308, started to fade away. Its Senate negotiators were discharged on March 20.
February 2026
- SB 3303 was sent to several Senate committees on February 2. That was the last action on it, and it never got a hearing.
- On February 5, a House consumer protection committee voted to pass HB 2198 with amendments.
- On February 11, the House Economic Development and Technology Committee approved HB 2570 with changes. The bill was renamed the “Representative Daniel Holt Act,” and its effective date was pushed to July 1, 3000. A far-off date like that is a placeholder lawmakers use to keep talks going.
- Support came from FanDuel, DraftKings, BetMGM, and several labor unions. The pushback was strong, though. Opponents included the state attorney general, the Honolulu prosecutor’s office, the Honolulu Police Department, and Boyd Gaming.
- One day later, HB 2570 passed second reading on the House floor, but 20 members voted no. It moved to two more committees and stalled there for the rest of the session.
January 2026
- Lawmakers created the group in 2025 to study gambling and report back to the Legislature.
- House Bill 2570 arrived on January 28. It was the year’s main sports betting bill. Betting would have been online and mobile only, with no kiosks or other physical betting locations allowed. The bill called for at least six sportsbook licenses, each costing $500,000 and valid for five years. Operators would have paid a 15% tax on adjusted gross sports wagering receipts. Its Senate twin, SB 3303, was introduced on January 30.
- Lawmakers also introduced HB 2198. This bill would have updated Hawaii’s gambling laws to ban prediction market contracts on sports, contests, people, politics, catastrophe, and death.
