Cooper hasn’t scored since Week 10, his first game as a Bill after coming over in a trade from the Browns. He is considered the team’s wide receiver, though Shakir outranks him in targets and catches.
Shakir has led Buffalo in total targets and has hauled in a team-best seven of eight targets inside the 20-yard line, including a touchdown in Week 3 against Jacksonville.
