Pennsylvania Sports Betting Sets New Records In November

Sports betting operators in Pennsylvania recorded their best-ever month in November, even as novel forms of sports gambling continue to compete for bettors’ attention.

Pennsylvania sportsbooks wrote $991 million in tickets for the month, up 6% from last November to a new state record. Revenue surged 21% to $125 million, also a single-month record courtesy of a hefty 12.7% hold.

Pennsylvania was one of the first states to launch legalized sports betting in the wake of PASPA’s repeal, so its history goes all the way back to late 2018.

PA online casinos, in the state, meanwhile, generated $304 million in revenue. That was the second-biggest month for operators and just shy of October’s record $312 million.

PA sports betting soars to new record

FanDuel has a comfortable edge over DraftKings in Pennsylvania, though the gap in online handle does tend to close during football season. That has been the case again this year, with the difference shrinking from 15% in January down to 9% in November. FanDuel generated $371 million in online handle for the month compared to DraftKings’ $297 million.

FanDuel held a market-leading 15.7% hold, however, yielding a personal best $58.2 million in revenue to capture 49% of the statewide total. DraftKings also had its most profitable month ever in Pennsylvania, but its hold of 10.7% produced a comparatively modest $31.6 million in revenue for a 26% share.

Below the leaders, BetMGM ($62.3 million in handle) managed to sneak back ahead of Fanatics ($61.1 million) after being stuck in fourth place for the previous four months. A disparity in hold kept Fanatics ahead in revenue, though, $7.42 million to $5.97 million. Fanatics’ promotional spend has notably slowed down to a level more consistent with the other top brands in recent months – about 3% of handle.

In its final month of operation, ESPN Bet managed only sixth place with $38.9 million in handle and $4.01 million in revenue.

Total sports betting revenue in Pennsylvania has now reached $780 million through the first 11 months of 2025, just ahead of the $778 million for the previous full calendar year.

Online casinos come up just short

The Hollywood Penn National license continues to do most of the heavy lifting in the iGaming column.

Its online casino partners, including DraftKings, BetMGM, and Fanatics, combined to produce $113 million in revenue for November. That is just a slight pullback from October’s $120 million.

The second-place Valley Forge license didn’t pick up any of that slack and was almost exactly flat from October with $92.1 million in revenue. Pennsylvania does not break out brand-level data for online casinos, but FanDuel is responsible for the vast majority of that output.

Overall, it is worth reiterating how Pennsylvania online casino revenue continues to outpace its sports betting counterpart. The running total for 2025 has already reached $3.14 billion, surpassing last year’s $2.71 billion with one more month of reporting still to come. Total tax revenue across both verticals sits at $1.90 billion for the year, putting the local market well ahead of all others with expanded gambling.
