Licensing, tax rates, and regulation

Lamont signed a sweeping expansion bill that legalized online casino gambling, online sports betting, and retail sports betting in 2021. It puts two of the federally recognized tribes in the state — the Mashantucket Pequot Tribe and the Mohegan Tribe — at the heart of the industry.

They each received a master license, and no other online casinos can operate in the state. The Connecticut Lottery is the other master licensee for sports betting, but it cannot host an online casino. As such, there are just two Connecticut online casinos, both linked to retail casinos:

These online casinos fall under the jurisdiction of the Connecticut Department of Consumer Protection’s gaming division. The tribes agreed to pay an 18% tax on the revenue they earn from online casino gambling for the first five years. In 2026, it will increase to a 20% revenue tax. By contrast, sports betting revenue is subject to a 13.75% tax in Connecticut. The annual licensing fee for an online gambling provider in Connecticut is just $2,000.

The funds from taxes and licensing fees go toward education, infrastructure enhancement, and health care in the state. They can also help balance the state budget. The Mashantucket Pequot Tribe and Mohegan Tribe each must contribute $500,000 annually to the state’s problem gambling programs.
