Earlier in 2025, Missouri Secretary of State Denny Hoskins rejected the Missouri Gaming Commission’s (MGC) proposed emergency rules intended to expedite the launch of sports betting in the state. The MGC had aimed to have sportsbooks operational by June 2025; however, Hoskins determined that the situation did not meet the legal criteria for emergency rulemaking, which in Missouri is reserved for immediate threats to public health, safety, welfare, or compelling governmental interests requiring swift action.

As a result of this decision, the implementation of sports betting will proceed through the standard rulemaking process, which includes a public comment period and is expected to delay the launch until late summer or fall 2025. The MGC has stated that it remains committed to meeting the constitutionally required start date of no later than December 1, 2025.

This development follows a narrow approval of a ballot initiative in November 2024, where Missouri voters authorized sports betting with a 50.05% majority. During his tenure as a state senator, Hoskins was known for opposing sports betting legislation, often linking its passage to the legalization of video lottery terminals, contributing to legislative approval delays.

The rejection of the emergency rules underscores the importance of adhering to established legal processes and ensuring public participation in the formulation of regulations governing new industries such as sports betting.
